We were given the opportunity to visit the deputy president of the Ministry of Culture in the Rostov region. The ministry covers a region of around 4,2 million people offering services such as 1 300 libraries and 133 art schools and provides resources for 1 400 organisations such as theatres, music halls et cetera. The unique profile of the region is the culture of the Don kossacks, a jazz children school and the Rostov Musical Theatre.
The main function of the Ministry is to provide financial support to rather independent organisations and audit that they were fulfilling their purpose and functionality. Apart from providing specific cultural services could this also emcompass special programs for poor people.
The division of responsibilities and resources between the national, regional and local level is somewhat similar to the Swedish model albeit the regional level seems to be stronger.
